Partner and chair of the state and local practice group at Horwood Marcus & Berk, is a leading practitioner in the area of state income, franchise, sales and use taxes. He has authored several articles on state taxation and five BNA Tax Management Portfolios. See, e.g., Marcus, Limitations on the States' Jurisdiction to Impose Net Income Based Taxes (BNA, 1994). Mr. Marcus received his J.D. from the DePaul University College of Law and has taught there as an adjunct professor. He teaches State and Local Taxation.
