U.S. Sen. Joseph R. Biden Jr. (D-Del.) delivered the Alban Weber Foreign Affairs Lecture, titled "War by Other Means: Toward Engaged Multilateralism," at the Law School April 8 at 4 p.m.

Biden's address was sponsored by the Law School, Center for International and Comparative Studies, department of political science and the Chicago Council on Foreign Relations.

One of the most respected voices on national security and civil liberties, Biden chairs both the Senate Foreign Relations Committee and the Judiciary Subcommittee on Crime and Drugs. He is a central participant on some of the most important issues facing the nation, from international relations and arms control to crime prevention and constitutional law. He also is widely recognized for his work in environmental protection and education policy.

Prior to his election to the Senate, Biden practiced law in Wilmington, Del., and served on the New Castle County Council from 1970 to 1972. Since 1991, he has been an adjunct professor at the Widener University School of Law, where he teaches a seminar on constitutional law.

Alban Weber, for whom the lecture is named, has had a long and distinguished career in public service, beginning in 1945, when he served as the chief of the International Law Section of the U.S. Navy. He went on to become an alderman for the City of Chicago, the Northwestern University Counsel and president of the Federation of Independent Illinois Colleges and Universities.
