Telecommunications, the Internet, and Platforms: Policy and Regulation
This seminar focuses on the structure and regulation of telecommunications markets, with a distinct bias towards current issues of internet and platform regulation—such as content regulation (including of content moderation), intermediary liability and immunity (section 230), universal service, antitrust, free speech issues, and privacy. We will also think about the place that the new AI-enabled platforms occupy in communications markets and how they might fit into traditional or new regulation. Papers can address nearly any topic relevant to these markets, broadly speaking. Class will consist of contemporary articles and policy papers, with student presentations on the research papers in the last several weeks. There are no prerequisites (legal or technological).
